Okay, so this is the last Halloween item that I'm aware of that I need. Any helpful hints on how to get it? Trading sweets to the NPCs isn't getting me any more items. Thanks.
 
Equip Trick Staff II.

Lug Trick Staff, Treat Staff, and the four variations of pumpkin heads around (as opposed to leaving them in event item storage) so the game doesn't try to give those to you again.

Find NPC who accepts sweets.

Spam trading them the cheapest sweet you can find. It doesn't matter if you've already gotten a costume for that sweet that game day (although I suspect your odds are better if it's your first trade of a sweet in a day). Just spam, and spam, and spam.

It works. Takes a fair bit of spamming mind you, but it's how I got a full set of trick/treat staves and pumpkin heads last year, and it reputedly still works this year. (Variations work for the other items; if you want an HQ item, be sure to equip the corresponding NQ item while trading.)
 
Last year you could only trade each sweet once per day for a reward, did they remove that restriction this year?
 
You can only get a *costume* once per sweet per game day last year and this year. However, you can still get items just fine by seemingly ineffectually throwing away candy. Relatively low odds per trade (odds are probably much better if it's the first trade of a given sweet on a given game day), but considering that cookies are dirt cheap, you can basically spam your way through all the rewards in like 10-20 minutes.

Well at least I could, last year. Hearsay that it still works this year, but it's worth a stack or two of cheap cookies to give it a shot, eh?
 
Can you still do the quest for the pitchforks? I missed out on that the last two years and never got one.

Yup it works that way this year.

The best way to get the those items are to "set up" shop in Windurst Woods, and buy cheap cookies from the hostelry shop. Find your favorite NPC (it doesn't matter if it's a roaming one or not) and spam cookie trades. I did have to burn through like 7 stacks total maybe, but I had everything in about 10 to 15 minutes.
 
Finally got the treat staff II(after 4 stacks of cookies, windower macros ftw) I've been wanting forever. Now I just need the pitchforks.
 
Do I for sure have to have the Trick Staff II equipped in order to obtain Treat Staff II from NPC?

4 stacks of sweets later, traded to different NPCs, still no Treat Staff II ; ; Tried for horror head as well (wearing pumpkin head and trick staff II). I'm just unlucky?

Keep on going dude. It takes a only slightly more persistence than NM hunting ^^; You're on the right track

It took me 10 cookie stacks today to get 7 items :<

Make sure you equip Trick Staff II if you have it. Increases Treat Staff II chances.
 
And for those who claim to be cookie spamming, you're positive you didn't just happen to get it at the start of the next day? I'm 90% sure that the way I've gotten all my other items was when I traded a sweet and had the option of getting a costume. Just curious, ty for all of you who have posted ^^
 
I got my first item during my first trade.

The rest I spammed through the course of a single day :<
