Seems freaking weird to me. Is it like a cell shaded anime style version of Warhawk or what? Can't figure out the gameplay exactly and that's what would make or break the game.

I was checking out this game the other week. It's a strategy RPG, but the thing that's unique is that you move and control units in real time.
You go to an overhead map of the field, choose a unit to move, then the camera zooms down to ground level and you control the character. There's an orange bar at the bottom of the screen that shows the "action points" (I think that's what they are called) that shortens as you move so you can dodge fire as you position troops.
Not only can you move your units in real time, but you can aim and shoot in real time also. So, for example, you can set up snipers on roofs/balconies and take out enemies with headshots.
Also, from the trailers I've seen, there are rocket-launching lances that blow up tanks. Not really integral to gameplay, but awesome none-the-less.
