As far as Speed belts I was pretty sure he got the first one he saw drop. I only know of the Nameless getting 2 belts till he got his, the first one that dropped Moraine wasn't in the shell, the next one I heard of them getting he received.

My feelings on this issue are best summed up with someone else's words. "I would have rather it gone into the fucking lake than be given to Moraine". I would have rather seen this on a brd or drg than on Moraine. But that can't be changed. If any good comes of this it's that people in general won't be so trusting of Moraine in the future.
