Not so sure you can say Tales is "easily" the best this generation. I mean, there's not too much stiff competition but it came out near Valkyria Chronicles and Fallout 3 which could both be considered equal if not better... and Valkyria Chronicles was a whole lot fresher. Lost Odyssey was no slouch either and it's biggest flaw(being too damn similar to FFX) Tales of Vesperia doesn't exactly transcend... it's battle system is only slightly altered from previous incarnations.
Having played all 4 of those games, I really can. All of those are good/great games, but vesperia beats them.
Lost Odessy felt incomplete near the end. Valkyria Chronicles was new, but mainly in it's art style; the gameplay was a toned down version of Jagged Alliance in 3D. Valkyria is more of a strategy game than an RPG, it's just got a well written story.
Fallout 3 is the best of the 3 you're comparing Vesperia to, but most of the time you could play it as a FPS game rather than an RPG; the rest of the time it was a giant sandbox game, just with RPG elements. The best thing about Fallout 3 at this point is the mod scene.
Vesperia's battle system is a modified version from Abyss, but how exactly is that a bad thing? When you have something that works well, it's stupid to throw it away and make something completely different just because it'll be different(Hello FF8). Everything that was good about Abyss(and other Tales games, but Abyss is the closest game) was improved on in Vesperia. Plus, since Vesperia can be played with other people, you can have a lot more fun with the game.
And then... buy the superior version on PS3 later? At this point, it'd be better to wait, imo.
This is a really good point. I'd completely forgotten that it was coming to PS3, but if the guy doesn't have a PS3, then he should definitely pick it up.
