It changes the different japanese characters I believe.

After toggling for a bit, with the ability to write in Japanese (i.e. windower/IME), then you are able to write in Japanese.

The japanese client comes pre-installed with this, and appears whenever they type, within the chat bar. It displays whether typing in Japanese lettering, or english lettering (romanji) aswell as provides extra functions for japanese people to use at their discretion, such as lot hacks, speed hacks and thousands more.
I have seen it on my client but I am pretty sure I have the English version of it. 
It does not seem to work either... The only thing it does is flash on my screen briefly.

the button combo for this if i remember correctly was a perfeclty timed Control+ L + enter. timed at EXACTLY the same time.
i remember my wife sitting here repeatedly hitting that button combo till that thing popped up so she could take a screenshot.
and with IME installed, its partially useable.

actually it still works.
not just an organ. you need to install japanese IME on your PC, then set up a key combo to activate it. I use CTRL-SHIFT-1
and it turns it to JP, then you hit CTRL ~ and it turns that little box that says OFF to ON. then when you type it will come out all green looking, then turn into JP text!
