its not good. STR is double because its 25% str WSC and also 4 STR adds fstr by one, so in the end it's like having 50% STR mods ( minus some roundings). just going for mnd is stupid because there is always an AH item or equivalent that give same amount of str. ALso do not forget attack! attack+6 is gonna outperform 2 str.
Edit: to clarify, a weapon skill is computed like this: first you compute the DMG of hour hits.
you add to this the fSTR, which is the contribution of STR. it adds (str-vit+4)/4 ( rounded down) DMG to your weapon.
then you add WSC ( weapon skill secondary modifiers.) here it's STR and MND so you first calculate 25% of your total STR, then 25% of your total MND, sum it up. multiply by 0.83, and round down.
so you end up doing you weapon skill with a new weapon damage of baseDMG+fSTR+WSC. since for guillottine STR contribute to both fSTR and WSC, STR had twice more importance then mnd, which only affects WSC. STR also give you attack, so it has even more importance.
