Well blu didnt randomly just sprout outta nowhere in the present. According to storyline they were always there. Just now adventurers have access to them.

They weren't always there, they were created by alchemists in Aht Urhgan, like Lamia.

I dont think the storyline gives a clear basis of how Aht Urghan compares to Quon in timeline.

BLU's have been around for more than the 20 years since the crystal war, they didn't suddenly get invented right before we headed out there.

The reason we didn't see any before is that all of the BLU's were elite imperial soldiers and never had a reason to venture out to the middle lands where we've been all this time.
