Sup all. Am going to buy a new laptop tomorrow and ideally I'd like it to run 14 even if it's at the lowest settings. I'll post the specs below.
CPU and Memory:

Intel Core i3 350M.
2.26GHz processor speed.
3GB DDR3 RAM memory.
320GB SATA hard drive.
Windows 7 premium
Display features:

15.6in display.
Resolution 1366 x 768 pixels.
DVD optical drives:

Dual layer.
Graphics:

Intel with HD graphics card.

There is an alternative laptop which is a little out of my price range atm but will it make much difference? Posting specs below too:

CPU and Memory:

Intel Core i3 350M.
2.26GHz processor speed.
4GB DDR3 RAM memory.
320GB SATA hard drive.
Display features:

17.3in display.
Resolution 1600 x 900 pixels.
DVD optical drives:
Dual layer.

Graphics:

ATI Radeon HD 5470 graphics card with 512MB memory.

Any help or advice would be awesome

from my understanding, any graphics card that is not a dedicated will not run ffxiv. Period.

You'd be better off running the radeon, for the record... I run a Nvidia geforce 9600GT and it runs fine.

You can change the graphics card in a laptop right? I think that's going to be the main issue. judging by the minimum specs on the back of the box

Generally no. But I have the actual radeon card in my gaming computer, and it runs 14 just fine. Most laptops can not handle 14 because they're lower power.

IF it is the intel chipset, then it is onboard... meaning you are stuck.
