After that many runs (given the points you're citing) you should almost certainly be able to rank up. As a general rule, as soon as you can rank up you should do so. (Especially the PSC -> PFC rank-up, that's all of what, one 200 gil imp wing?)

The assault win "points" that go towards ranking up, don't spill over. If you're doing assaults when you've got all the points for a rank-up quest but haven't done the quest yet, then the assault wins don't count for anything as far as further ranking up.

As a general rule, after an evening of assaults it's a good idea to go poke Naja and Abquhbah and see if you get a rank-up quest (sometimes Naja gives them, sometimes Abquhbah does; you can also check with Abquhbah and ask about mercenary rank to get a sense of how close you are to rank-up). The only difficult ones are SP and C (find the damn hoofprint) and SM part 3 (obnoxious minigame with a game day wait if you screw up). Maybe SL if the currency cost bugs you.

Ranking up makes more items available for IS purchase (though you have to get a few ranks before any of them are any good, mind you), it makes sanction last longer (+30 min per rank?), and most applicably to getting shinyz from assault, it opens up a new assault in each area, each rank.

And trust me, once you've done some higher rank assaults that are relatively non-annoying and give good points, the thought of going back to those obnoxious PSC assaults will be quite painful. So yeah, go rank up. Your remaining mamool ja points will thank you. (PSC mamool ja is horrible, and PFC is cake.)
