While maybe nice in theory, it does have the potential to be abused (or rather, misused), and doesn't really accomodate circumstances well enough.
It's a pain in the butt when people don't show up on a public run, but that's what it is, a public run. When you join or host it, you need to honestly expect that 4+ people won't show for most events, because to be quite frank, that's quite standard, regardless of how well it is prepared.
If someone is offline, I usually give them the benefit of the doubt. RL happens, it's acceptable to me, even if I am willing to go out of my way to warn and contact people if I can't make it, I know not everyone feels the necessity to.
However, the one thing I can't stand is people who sign up for events, and just don't show. They're online but instead of helping/participating, they decided they wanted to exp, or just sit in town with their flag up, or whatever it might be. Sometimes people even give the excuse "I have Dynamis or such and such event with my LS..." Honestly, that doesn't go over well with me. That's either poor planning, or else huge disrespect by signing up for something and then changing your mind to do something else last minute and leaving the rest out to dry. Leaves a sour taste in my mouth... only those kinds of folks would I ever feel is fair to be listed.
And even then, I'm not sure it'd work in everyones best interests to do it. I've never really seen the "beware of these players" lists ever being very effective or fair at all.
In response to the people upset about many people not showing, if you're willing to forgive one person for missing it, you might as well be willing to forgive 8 people too. Just because more people didn't show doesn't make each individual more guilty. Keep that in mind.
