Most of WAR's servers have decent population balance. The game is far from dead, since people are out crashing the servers every week by putting too many people in too small a space. Public quests did, however, wind up being something that you have to organize to do. So what? Coming from this game, that should be a trivial matter for just about anyone who leveled jobs other than WHM, RDM, BRD, or COR.
The game's problems? PVE content is a little lacking, obviously, since it wasn't really an area that the developers wanted to focus on overmuch. RVR content is sufficient, for the most part, but can become tedious if you're grinding the same zones over and over again trying to reach the enemies' city. Class balance isn't that bad, all things considered, though some jobs are substantially better at their intended purpose than others (Witch Elf vs Witch Hunter, for example, and from what I've seen lately, Squig Herder vs Shadow Warrior).
The issue with large-scale combat remains somewhat troubling for a lot of people. Since the Pick Lock ability is apparently disabled (allows select classes to pass through the postern gates of keeps/fortresses without having to break down the outer door), a lot of melee DPS classes have nothing to do when attacking a keep other than beat on the door, which is fairly dull and often an invitation to die.
People who want small-scale combat will typically be disappointed, since outside of scenarios, whoever has the biggest zerg is usually carrying the field. I expect Mythic will take steps to address that at some point, with further instanced RVR content, but they may not. The game was designed around open RVR, after all, and it wasn't overly surprising when people started concentrating on certain servers that combat would devolve to zerg vs zerg. Tactics and strategy still play a part, of course, but most people are too lazy to bother.
For us on Monolith, the most horribly imbalanced high-pop core rules server in the entire game, there's a certain irony to all the Destro players who are utterly desperate for individual recognition, but roll with the zerg almost exclusively.
Server stability is improving all the time, content is getting added, and on the whole the game keeps improving to live up to its potential. Now if they'll just address the population imbalance, we'll all be a lot happier.
