The thing is, SE would never name a job Elemental User. So the name can't be Elemental User.
Why? First of, because Elemental User is to vague. It can mean anything. Hell, Black Mage is an elemental user, White Mage and Red Mage are also Elemental Users. Second of, the name Elemental User is lame.
Emulator would be a better name. Emulator doesn't neccesarily have to be a Mimic either. It can be something that emulates the forces around him, such as a geomancer.
An emulator is something that duplicates the function of one system to appear as another. That can either mean
1) duplicating the functions of another job
or
2) duplicating the element in order to reach a result
As an example, using the water in the atmosphere in order cast desired magic, with rainy weather further boosting the damage. It also means he doesn't necessarily have to be in a snowy area in order to cast ice magic, since there's water in the air around you that he could use and freeze in order to use ice magic.
Both forms would duplicate one "system" to appear as another, kind of. So Emulator could be either.
The fact that he's not in a snowy area, or its not snowy weather, doesn't have to mean he's unable to cast any ice magic. It can be similar to BLU. If he's in a snowy area or its a snowy weather, he can simply get a boost in his damage, similar to BLU on monster correlation, or BLM with weather/day effects. It could also mean that either casting time/recast time is shorter or faster, depending on weather/day and location.
Its the same with rl. Just because there's no snow in the area doesn't mean there won't ever be snow. It will just take longer until snow arrives. And thus, the 2-hour could be something like reduces recast/cast time and increases damage done by geomancer magic, meaning that it'd be like the geomancer were, as an example, in a snowy area with double snow weather.
