As i have only gotten rdm 75 some time ago, i think ill ask for some advice.

Elite beret gives +4 enfeebling magic skill

While doing some pages, i got a diana corona...which gives magic acc +4

i dont know which is better, post some opinions please

Enfeebling Magic Skill > Magic Acc.

Skill is always better than accuracy, same with weapons even.

For example, what would you rather TP in on Samurai? Justice Torque or Chiv. Chain?

While the above post is correct, you need to consider what exactly you'll be doing. Since Rdm is the jack-of-all-trades, you should expect to be casting other types of magic also. In this case the Diana corona's Magic Accuracy + is not limited to enfeebles only, for example, where a stock Elite beret does nothing for your Drain/Aspir/Bio etc.

I am of course going to assume you have and use the Warlock's chapeau for Elemental magic skill as appropriate, and that you don't seriously use Summoning magic skill + as a Rdm.

If it's a stock Elite beret, and you intend to keep the Diana corona, the latter being R-Ex, you might as well get rid of the Elite to save inventory space and reclaim some gil.

There are better items available than the ones mentioned here of course, and one in particular is free.

im 2nd in line for rdm relic hat if that is what you're referring to, but until then i have to use what i have

I apologise, I should have been more specific. In ultimate terms you'll be aiming to get better items - there isn't any one-for-all Lord of the Hats™ .

For now though, as regards cheap items for your head slot, I'd recommend getting yourself a Nashira turban. This will cover all of your Magic skill + needs aside from Elemental for the time being. While there are better overall items than this, they're almost all prohibitively expensive, where they're not Ex.

Edit: If you are able to obtain a Wise cap +1 through a Leathercraft friend, you might be able to do so relatively cheaply. In this case by all means do so, it's one of the better items out there.

Skill and accuracy are the same for magic. Wise Cap > Elite Beret.

I was always told and read that Skill is greater than accuracy for Magic and Melee especially with Enfeebling Magic. Always heard that Enfeebling Magic Skill is the biggest factor in sticking enfeebles, then Magic Acc. is second.

You were told right.

he was told wrong. Macc is better than skill, in equal quantity, because it applies to all magics ( relevants are enfeebling and dark). It has been proved through huge statistical samples that 1 skill and 1 magic accuracy are the exact same.

Enfeebling Magic is often considered stronger than MagAcc for enfeebles simply because in most slots the Enfeebling magic piece is a lot stronger than the MagAcc piece. It's difficult to accurately test Skill vs MagAcc, simply because of the number of tests you'd need to get an accurate measure.

As far as Elite Beret vs Diana Corona though, the difference between the two on enfeebles is going to be small at best. I've always felt that MagAcc is a little stronger at the same plus amount (which is why MagAcc stat isn't as high as Skill stat in most slots) but you really won't notice a difference.
