See, I've tried to level in the more 'out of the way' places. For most of my NPCs leveling I've been in the Altepas. In Xarcabard. In Toraimarai or in Garlaige (off the Weapons.) But when you hit the low 60s for your NPC the camps get scarcer and scarcer for people who want to solo. If I can get a RDM to come with me, I do the Elder Goobbues deeper in. Usually no competition and good drops. But when you're soloing you need to take safety (and speed) into account and for most 75 jobs crabs fit that bill. If I want a full XP session I can't do Steelshells so Robbers have to do. For the most part I try Gustav first, but then you deal with Goblins that suck to have to fight and the BST pets count as a wasted kill.
I'd like to think my leveling spots have been out of the way enough for people, but when I've got to level in a 'traditional' XP zone and you get there after me, well, I have no interest in vacating my spot just because you're a party. I've started to put it in my comment, too. Party leaders would do well to check /anon comments in NPCable leveling zones nowadays. In all honesty, a solo NPC leveler isn't going to take too many more mobs than your average-to-good party and in a place like the Tree they'll probably roam to the other Crabs/Crawlers if they feel you're outpulling them.
Of course there are bad apple NPC levelers. There are bad apple party leaders who tell me that I've 'been there long enough' and that being there for an hour or 2 is a 'good enough reason to leave.' Ones that tell me in Boyhada to kill rabbits and mandies at the Aquarius camp (and sometimes, if there's no possible links, I do. They're a pain in the ass but if it shuts up an annoying party, so be it.)
Also remember that NPCers hate moving, especially when they're being forced out. In general, a party can transport itself to a different camp without too much hassle. If an NPCer gets their camp interrupted by an invading party, their zoning/warping/whatever means they don't level their NPC again for 19-20 hours, barring Tactics charges.

Legit exp ptys always get first dibs on the mobs they are exping on.
My NPC is there to get XP. I am XPing off those mobs. Does that not make it a 'legit' XP party? Or do 'legit' XP parties need to have 6x PCs? What if there are 3 level 55 players and 3 capped NPCs? Does that count as a 'legit' party? I'm not sure of your definition.
