Haste or ACC and attack?

STR is a heavy GK WS modifier, but it's up to you. At 45 you wont notice it so much, whatever your choice may be.
 
Oh, I forgot to mention, at non-merit levels, the gains from atk and acc are actually bigger than the numbers I've posted, so please don't use those as reference if you're still leveling.
 
Well, you can derive it, actually. It's the TP you get +3 unless that got changed.

So... if you're in a party with 3 melee jobs, adding 3% haste to one person would mean the mob would do 1~2% more ws at most (since one person contributes roughly 1/3 the TP given to the mob).

However, that doesn't translate to 1-2% more ws taken, since your damage is essentially continuous, but the mob's TP is not. It's reset when you grab a new mob. So in this particular discussion, the TP gain on the mob is not something of real concern. It's pretty negligible.
 
At 43/45 (hell, all the way to 70 most likely) you are going to be doing pickup parties with all sorts of horrible players and the difference you will see from 3% haste or +1acc/+1atk is going to be so incredibly small in the only number you will be looking at (i.e. xp/hour) that I would advise just wearing whatever you think looks better on your galka :)

If you are in a static, or if this was about merits, then more detailed calculations are valid and worth taking into account since you actually care about peak efficiency, but pre-70 and in the random party pool, I wouldn't really worry too much at all. Some sushi, a reasonably up-to-date GKT, some acc equipment and a fast bow for when you are called to pull and you'll be better than the vast majority of players out there.
 
I say Fed Kyahan at that level.

I've never liked Fuma when it is your ONLY piece of Haste gear. If two people are wearing the exact same gear aside from Fuma, one person is not going to gain TP way faster then the other like people are saying. If you miss one extra time, you're damn near even again.
 
There's no way Fumas will outdo Federations at that level. +4 attack is huge when you haven't even broke 200 yet.
 
To be honest, this is one of the opinionated questions you'll never get a correct answer too. At those levels, a single party is enough to get you a full level and by the time you are done parsing one, making a parse of the other pointless (the level will mess up the comparison) thus never getting an exact answer. The problem with the choices is 3% might get a single attack extra per mob which is far more than most +attack options will give, but the +1acc can boost your overall accuracy enough to make it worthwhile. Considering your options for accuracy are fairly limited at that level, (Snipers are only real choice unless you can afford PCC until 48 with Life belt, maybe some weapons have +acc?) the Luisant may do more than the Fumas will and the Luisant helps WS damage whereas Fumas do not. In my opinion especially for the level, you can't go wrong either way. Both offer some improvement and considering the level, the improvement won't be noticed enough to make a serious decision out of it in my opinion.
 
You'll save a lot of money wearing Federations too, maybe enough to get an O.kote or something.
 
There's also the very cheap Tilt Belt, for whoever chooses to actually use em...
I'd personally say Luisant looks to be the best (you may wind up getting 2att by equipping them if the STR boost makes your overall STR even), but they're also by far the most expensive choice...I'd say just get Federation Kyahan unless you really have alot of spare money.
