Either they're too new for their opinion to matter or no one likes them so their opinion doesn't matter, as i understand it. <.<

A person who doesn't have many posts (I'm not sure of the exact number) and a person who has red dot status cannot have their rate-ups or rate-downs affect people. It will just mean that it does nothing, your rating isn't affected at all.

People like, let's say, Isotope, should give you points if anything. If he doesn't agree with you, that's really a compliment.

That looks grey to me, not blue; but yeah, it's someone who is either too new or has too bad of a reputation giving you a rate up or rate down.
