The question becomes, how does one go about purchasing a new pair if they're almost never sold. I've no doubt that Odon could cover the costs of the boots.

Well they aren't ever sold because the people with cash, won't pay 35 mil for them when they simply aren't worth it. If the price was lowered I'm sure people would buy em. How many people do you know with 35 mil sitting around to buy gaiters that will hardly do anything for you? The only reason I want to borrow them is because I have no use for them other than to help Sano and myself get our papers for our +1 mitts.

Actually if you hang around bazaars, gaiters go up often enough that buying is a real possibility. I think most come from server transfers, but it's not impossible to find on in batallia. Usually price is 30-40m

Depends on who you are I guess, If I could afford them, even if it'd make me 100% broke, I'd get gaiters. Looks like I'm gonna have to get them the hard way though -.-

As for cursed mitts -1 lol... I'm having the opposite problem that you are I have an abj in storage, but no way of getting -1 mitts outside of me getting a lucky synth, but my gil is going into another item atm, can't attempt to hq them right now.
