Edit2: You seriously need a breather before you get all worked up the way you do. You need to read my initial post again, you took it all the wrong way, which is understandable since the very first sentence would have set you off.
Perhaps I did take it all the wrong way. It was the way you laid it out though. In full. I was unaware it was a hypothetical scenario because you went from saying 'maybe it did happen that way' (the way I mentioned my accident) and then went on to insinuate, or at least that's how it reads, that's I read it, that the man was a drunk lunatic. When that's not how any reports paint the picture what-so-ever.
It wouldn't even matter if the cyclist did rear end the couple in the car. If he wanted them to stay on the scene until the proper authorities arrived (as stupid as that would have been for him anyway) then that's what they should have done. An accident is an accident, no matter how serious.
I'm slightly biased in this case because of my own past experience. The fault should have been shared with the woman who hit the vehicle in front but she got scott free because she's a twat who managed to get to that first vehicle and tell the driver to leave well before I even managed to get out of mine.
