eh, i'm not much for the art style, but oraga pretty much summed everything up for me. Though, there was one part, that was kinda confussing at first (the whole land to air missle thing with the floating see through red box). It wasn't till 'locked on' that i even realized that it was trying to track it

The rest was ummm ok? I liked the music, though there is a way in flash to make it auto sync with how your setting up your frames, that way regardless of computer speed it will always line up correctly (if you don't do that, then it can sync wrong just varying computers >.> ) I can't recall the exact option, but it's in properties when you have the sound file selected in the time line and it's a drop down menu. Also, I'm not sure you realized this or anything, but you can use photoshop or any programs and such to make some of the symbols. For instance, the Lock On target thing, you can just simply import it ^^; Personally, i can't draw in Flash for crap, but I do like scanning and pulling in outside objects into the scene. Makes it much easier for me ^^; (larger library though >.>)
Other than that, think about putting a black border around the edges, it doesn't have to be large, but in several of your scenes, your objects don't hit the end of the workspace leaving anything that 'is' past it, visible. You can really see it when the guy is in the street corner and the soldiers are marching down the street. Look at the bottom of the buildings ^^; but a black boarder, even maybe 5 pixels in width around the edges during the whole, could be a quick fix.
