This is the closest thing I can find for US Military Rules of Engagement (1999 Marine Corps Close Combat Manual (MCRP 3-02B) ):

  1. Level 1: Compliant (Cooperative). The subject responds and complies to verbal commands. Close combat techniques do not apply.
  2. Level 2: Resistant (Passive). The subject resists verbal commands but complies immediately to any contact controls. Close combat techniques do not apply.
  3. Level 3: Resistant (Active). The subject initially demonstrates physical resistance. Use compliance techniques to control the situation. Level three incorporates close combat techniques to physically force a subject to comply. Techniques include: Come-along holds, Soft-handed stunning blows, Pain compliance through the use of joint manipulation and the use of pressure points.

I can't imagine that the naval ROE vastly varies from this, but I could be wrong. I was always under the impression that the US military operated under the "Don't fire, unless fired upon", so they really couldn't go in "guns a blazin'" Also, it wasn't until day 4 that talks deteriorated with the pirates, and they started getting increasingly aggressive.

I'm glad you weren't in charge when our spy plane went down in China. Those guys were held for ten days, and Bush's final response was to apologize and give them money to pay for the captive pilots' room and board. Judging by your reaction to the "pirate crisis," the U.S. and China should now be smoking cinders from a nuclear exchange. Cooler heads prevailed in both situations.
 
Ironically their colleagues has taken more hostages now as a revenge act for their dead friends. If only we'd taken Tomasello's advice, they might have taken even more hostages!

what all these people who wanted him to go in and just kill everyone randomly and whatever, dont realize is that if he had done that, and they completely FUBARed the situation, how badly it would have looked on Obama. i agree with the saying "no decision is a bad decision" but there was a plan being formulated. people have to understand that hes not some guy who wishes ill on this country, hes the commander in chief.

Im sure he was one of the ones sayin a few years back when Katrina hit N.O. that it was the best thing that could have happend for the state. As i recall it was somewhere around a WEEK before those people were rescued. WOW and those are our people. .. I could be wrong. (probably not though) Its people like that that make me ashamed of being american. I dont know where Im going with this now. I think Obama is doing the best he can trying to sort out this cluster fuck that bush left him. Think you can do a better job? Put your ass on the ballot next time.. and spout your bullshit and see if people buy it.

All I know is, had W still been in office, the headline would have been:

BUSH ORDERS NAVY TO MURDER THREE BLACK MUSLIM TEENAGERS.
 
If plans for the rescue were being made, then there had to be some amount of faith that hopefully it would succeed before the situation becomes dire.
One cannot just bumrush the pirates hoping to get to the captain alive before the pirates had chooped off or blasted the guy's head off. The talks were being done because the pirates were trying to get their ransom money if I remember correctly. Any negotiator would try to prolong the hostage's life if the other side was willing to listen.

If he had authorized the use of force right from the get go, there's no telling what would have happened to him. There is a good chance that the captain would have gotten killed and I'm sure that's an outcome that Obama or anyone would have wanted to not occur.
At least, I am relieved that he is safe now and more importantly alive to at least see his family and friends, not to mention his crew.
And that, is probably the most important fact that needs to be remembered.

But according to some people, 4 days is way too long to rescue a guy that's captive a quarter of the world away with a plan that resulted in zero casualties to the rescuers. We might as well have just abandoned him at that point!

You don't need Bush to get something like that. Rush Limbaugh was putting out the same swill on his show. You have to stand in awe of that thought process. Of course, there were plenty of protests when Bush ordered the deaths of black Muslim teens who happened to be living in Iraq when the bombing started, but nobody pays attention to dirty hippies.

Close-mindedness is not regionally-specific. Grats on your move out of the south though, we need less "holier than thou" attitudes and significantly less fingerpointing at any state lower than the Mason-Dixon Line.

The US wasn't even on the scene the first day, the US destroyer didn't even get to the scene until the next day.

The Navy Seals weren't dropped in until the day before the rescue. The quote said he was asked twice and signed off both times. Once was probably to start the plan and bring in the Navy Seals, and the other was probably to authorize them use of deadly force once they got there.

Its not a holier than thou attitude. Its called reality son. You cant just pop up and do what ever the fuck you feel like doing. Even if you are the president. That's why we have a several parts to our gov. Every thing has to be approved. See that is the stuff I am referring to. People wanna call Obama a Socialist, but basically what you want is a pres that will do what he wants when he wants.. Im sorry but thats a dictatorship.
