I agree with the above post. He did do everything he thought was needed. They assumed the shooter was long gone and it was a domestic dispute. The media did jump on him during the press conference. But if you were a mother or father or friend or a student that had to hide or jump out of the window. Would you not question why the school was allowed to stay open? They hadn't found the shooter. They hadn't found a weapon on either two of the dead students in the dorm so it wasn't a murder/suicide. And the emails didn't go out until the second shooting was about to start.
He did what he thought was best. But there will always be people who say it wasn't enough, because it really wasn't. The emails could've gone out sooner, they could've locked the campus down, they could've done a lot of things. Would it have avoided the whole thing? Maybe. But maybe not. If the shooter was in such a rage that he went on a shooting spree who's to say he wouldn't have gone to a store/other school and done the same thing to others?
I'm sure there will be more blame put on him and other people that work at the school in the near future. It's how people are. People look for someone to blame. In the end, it was the shooter who takes the fault. But he's dead. He can't be put on trial he can't be made to feel bad. Those still alive that people put their children's live's and trust in, school officials and security guards, will be blamed because they "didn't" do everything they could've done, atleast in some people's minds.
