So mods can change peoples ratings? Such as if a person rates someone up, they can change it to a rate down?

Anyone have the guts to fess up to rating me down for saying goodbye to a friend of mine? That's tremendously weak shit, but something I've come to expect from people who are so cowardly they anonymously flame by rating down.
