report section for the reputation system

Why is it ok to flame bait or harsh a player on and not ok on the forums ask for a report button to report harassment on the reputation page, and action be taken to those who rate down for the sake of harassment and not on the post, or return the right to disable so I can ignore them.

We strongly believe in the "make your bed, lay in it" quote. Reputation is not harassment, and if it was, I could easily ban you for ones you've done to people you don't like. This topic is not up for discussion.
