Actually it depends on where you live, there is no set of rules other than to make it so that your postal carrier can find your house without the aid of a map or directions.

Where I live, it oes by 2's but on another block it goes by 4's, depends on how many houses are on the block, they dont want to use mroe than 100 #'s

So this way if I needed to go to 1345 East 14th street, I know right away that its between Ave. M and Ave N.
