Nobody's been proactive about getting ALL masters before now.
GH1 was all covers in the main setlist (bonus tracks were masters), GH2 only had two masters in the main setlist (again, all bonus tracks were masters).
however, keep in mind GH1&2 were HARMONIX, just like Rock Band.
Neversoft's first GH game was GH3, which as you pointed out, already had a LOT more masters than Harmonix's GH1-2-80s releases. That says to me that Neversoft was proactive about getting masters BEFORE Harmonix.
Also note that in some cases, the masters are just plain unavailable - for example, the original version of Working Man and other Rush songs from that era will never be available as masters because the band doesn't own sole rights to the songs, and the masters in that case are owned by a recording company they are no longer working with. The only reason we got the WM Vault Edition is because it wasn't on any album and thus is not owned by the label. In other cases, like The Who, half the masters from the album we were originally going to get were stolen, though in that case they went with a "best of" compilation instead of an album.
