Will desynthing still give you skill ups?

hmm supposedly yes. I have a friend that say you can only level till 2 level before the capped or something.I try desynthesising about 20 times 4 level below the cap, i got 0 skill up and i never try it again <.<

Eh... Yeah, I've skilled up on a desynth a few times. I don't pay attention enough to tell you where I was in my craft level for it to be of any help though. >> I'm actually desynthing Scorpion Rings as I type this!

of all the desynths i've done i've skilled up twice at the most. not something you can rely on.

It does, but I wouldn't recommend replacing a desynth recipe with a synth recipe.
