Like someone else already said, the show is quickly catching up to where the mangas are presently. The mangas are bi-weekly or monthly whereas the show is weekly and will/did over take the mangas fast. Hence all the filler episodes, they need to put some space between the manga and anime. There was very few options; no new episodes, filler, or changing the schedule which would require slowing down episode production or increasing mangas.
I've never been a fan of Anime dubs or any dubs for that matter. Princess Mononoke was one of the few that did a decent job without a huge loss but it still was preferable with subtitles. Most of the problem is that in Japan anime isn't just geared for kids but teens and adults as well. Not so in America where cartoons are considered solely for the entertainment of little children. That is the problem with anime, when an American version is released, its not meant for the same audience and ends up being edited and dubbed losing the content most "true" anime fans enjoy. Not to mention the huge cultural differences that are not found suitable by mainstream America. I first watched anime and became a fan when I saw DBZ, Gundam Wing and Tenchi Muyo aired on the cartoon network, but after watching the originals with fan subs, I can say you lose too much viewing anything other than a fansub. Even fansubs have some downsides when you get poor translations or words that cannot be directly translated to English, but they are the closest thing to the original without mastering the Japanese language.
