Turn in the 3 similar peices from the minor sets (ex. Enyo's Mask, Phobos's Mask, Deimos's mask), and the "fee" to recieve the fully upgraded version, probably after some delay.

The last thing the guy says makes it sound like he'll NPC store any of the salvage drops for you, making them available to take out at any time. That takes away my worry of having to use several safe slots before being able to get enough stuff for one piece to upgrade.

Usukane just totally replaced my current gear... except -maybe- body/feet, and those too if the set: haste is any good.
