Since this topic has kinda been derailed, let me point something out in line with the OP.
North Korea does have a large military, but people forget about it's most significant ally...
China.
Without China, North Korea wouldn't even exist.
Without China, North Korea would be dirt poor.
Without China, North Korea has no hope to win a war.
China has the largest standing military. (100+million the last time i heard). I doubt they're doing nothing.
China's economy will stand up on it's own. Much of the world depends on China.
China's food supply might be the only thing in question.
North Korea I think is more of a puppet to start a war honestly. All that anyone has needed to start a war with anyone is a lame excuse (Taliban in Iraq anyone?), and this could very well be the excuse. You attack my ally, I attack you. (Exactly what caused WW1)
North Korea might be overstepping its bounds as far as it's power to conquer goes. However I don't think they're bluffing.
