Hence the qualifiers when I first described the process. Voke is nice, certainly, but your melees should be able to hold hate just fine without it. It's not *that* crucial at those levels. And survivability falls under the category of bouncing hate and maintaining shadows. (And of course, debuffs help: Elegy and Slow make it waaaaaay easy to maintain shadows, Para is of course flaky but can still kick in at helpful moments, and Dia 2 means melees do more damage, which in turn means melees have more hate.) Obviously if they can't do that, things are gonna go badly. But the suggestion is applicable to parties *with* sufficiently competent melees.
I levelled BLU from mid 50's until 72 (at which point our static fell apart for scheduling reasons) in a party setup like that. Bounced hate between myself, WAR, RNG, and at first a pickup sixth (who admittedly generally didn't have hate), and later a NIN. With a BRD pulling and buffing, and a RDM healing (BRD didn't need to help heal too much either, because we were good at shadows). Basic cannon mentality. Voke was rarely used outside of getting the mob off the BRD on pulls.
And yes, Eruca were annoying. Sometimes they even one-shotted. But the key to hate management if they use their 700 damage breath attack *early*, is this: the melee who got hit tones down their hate (avoids WS'ing etc., possibly even turns around). The others do something to generate extra hate. Factor in that the melee who got hit just lost some hate from taking 700 damage, and the eruca is pretty much never still on them afterward. So they're not at any immediate risk.
Then some Cure 2 and Cure 3 from more than one backline mage will get them topped up without yanking hate. While it's a nice healer instinct to go "omg the person's almost dead, must get them back into white immediately" ... it helps to think about it a bit more and deal with it with a less hate-pulling strategy that factors in that the person in red HP is not gonna be the object of the mob's attention for a little bit. Cure 4 is only to be used if the person in red HP *still* has hate, and that almost never happens. (And if it does, it's probably from doing some really huge major damage output early in the fight, in which case Cure 4 may very well not pull hate anyway, or if it does, it'll probably be easy to get it back off the RDM.)
(Although I think we melees hated food/TP-stealing colibri much more than we hated the risk of death from eruca. I suspect the RDM had the opposite opinion.)
So yeah, the advice does assume some cooperation and it *definitely* assumes a degree of competence.
