Is there a set formula to determine how long a spell of level X will last on a character of level Y? I thought it was only Sneak/Invis/Protect/Shell that were affected, but yesterday I learned that Refresh is also mega-nerfed and I would presume Regen as well. My lv10 blu would get Refresh...
